The May 16 meeting of the government was devoted to the upcoming
parliamentary election in NKR. To the meeting conducted by Prime
Minister Anoushavan Danielian heads of a number of agencies of the
Executive, regional administrations, the Police, representatives of
the state-owned companies Artsakhenergo and Artsakhkap, Karabakh
Telecom CJSC, the administration of the government, members of
the Central Election Committee had been invited. Emphasizing the
political role of the upcoming parliamentary election in further
development and promotion of democratic processes in NKR, Prime
Minister Anoushavan Danielian said he believes that like in the
past presidential, parliamentary and local elections, on June 19
too, people will be able to make a free and transparent vote. The
prime minister assured that the government will remain faithful to
the line of pursuing legality, democracy and law and order in the
republic adopted by the president of NKR, and do their best to hold
highly organized elections, making a step forward, and prove to the
international community that people and the authorities in Nagorno
Karabakh are united. â~@~I think, the international political
importance of the issue must lead us to behave in a dignified way in
the election, and vote for the worthy candidates who will form the
future legislative power and contribute to the growing international
reputation of the country,â~@~] mentioned the prime minister of NKR.
The chairman of the Central Election Committee Sergey Nasibian gave
detailed information on preparation for the upcoming election to the
National Assembly touching upon the future plans and problems. He
mentioned that in accordance with the NKR Election Code 22 district
election committees were set up which have already started operating.
The Election Code was delivered to the relevant organizations and
committees. The Central Election Committee worked out, confirmed and
registered the order, forms, instructions for drawing up protocols,
other documents were sent out to the committees, communities,
regional administrations and agencies. The election committees have
at their disposition the â~@~Guideâ~@~] containing the most important
decisions of the Central Election Committee, instructions how to hold
elections, etc. The heads of communities set up 274 polling stations
which were confirmed by the district election committees. For the sake
of publicity of the election the website of the NKR Central Election
Committee was created, through which the voters can get information
about the work of the CEC. Greater attention is paid to the precision
of electoral registers. The electoral registers are already available
at the central polling stations, and two days before the election the
revised electoral registers will be sent out to the district election
committees. In answer to the question whether the participation of
servicemen in the polls is maintained by the law, the chairman of the
CEC mentioned that by the Election Code the conscripts may vote by
party tickets only, at the polling station which is in the territory of
the military unit. The electoral register of conscripts is drawn up by
the command of the military unit and pinned up in the military unit.
Fifteen days before the polls the electoral register is extended to
the district election committees. A. Nasibian added that the army
officers will vote at the polling stations where they are registered.
He emphasized the importance of public order, increased control at
the polling stations by the police forces, the role of the public
prosecutor and the courts in solving various problems which occur
during the polls. In reference to the regular electricity supply,
communication and transport the chairman of the Central election
Committee said that the relevant bodies will prevent failure. To
have a regular flow of information about polls every three hours the
Central Election Committee and the Command of the Defence Army made
an arrangement on using radio to communicate with remote in case
of failure of communication. Sergey Nasibian clarified a number of
other questions.
