State Duma to hold last meeting of spring session Friday

MOSCOW

The State Duma lower house of Russia’s parliament will hold on Friday
the last scheduled meeting of its spring session. Duma speaker Boris
Gryzlov will summarise the results of the deputies’ work.

The house intends to ratify the agreement on the status and
conditions of deployment of the Russian air base in the territory of
the Republic of Kyrgyzstan, as well as the Russian-Armenian
Intergovernmental protocol of August 29, 1997 on the extension of the
term of regulating the process of voluntary resettlement.

The Duma will consider in the third reading the draft laws “On state
regulation of handling scrap and waste of non-ferrous and ferrous
metals,” “On state regulation of manufacturing and turnover of
ethanol and alcoholic beverages,” as well as a number of important
amendments to the Tax Code.

The house will discuss in the second reading the draft laws “On state
registration of municipalities’ regulations,” “On special economic
zones in the Russian Federation” and amendments regarding
restrictions on advertising of the gambling business.

The lawmakers will consider in the first reading the presidential
draft law “On the formation within the Russian Federation of a new
constituent entity as a result of merger of the Krasnoyarsk
territory, Taimyr (Dolgano-Nenets) Autonomous Area and Evenki
Autonomous Area,” as well as amendments to the law “On general
principles of organising local self-government in the Russian
Federation,” envisaging a three-year postponement of its full entry
into force.

The parliamentarians are also expected to consider a package of
resolutions – on possible raising natural gas prices to the world
level for a number of near-abroad countries, as well as several other
draft parliamentary inquiries to Prime Minister Mikhail Fradkov, in
particular, “On payments of compensations and giving additional time
off to officers of the Interior for overtime work.”
