DEPUTY NA SPEAKER SAYS EUROPEAN ENVIRONMENT – ONE OF IMPORTANT
CONDITIONS FOR ARMENIA’S STABILE DEVELOPMENT

YEREVAN, AUGUST 2, ARMENPRESS: On the initiative of the OSCE Yerevan
Office, “Orkhus” center, “For Development of Humanity” Association and
Armenian Center of Constitutional Right a round table discussion on
“Constitutional Guarantees for Stabile Development” was organized today
which was aimed at presenting to the members of the Constitutional
court, parliamentarians and judges the millennium challenges,
international experience of stabile development and issues Armenia
is facing in this sphere.
Tigran Torosian, deputy speaker of the Armenian NA, told that one
of the important conditions of Armenia’s stabile development is
the European environment which will give Armenia an opportunity to
confront the modern challenges. He said from this viewpoint it will
be correct to compare Armenia with countries which are considered
“candidates” for membership to EU especially in case when the indexes
of Armenia’s economic freedom are even higher than of some of the EU
member countries.
Head of the Armenian Constitutional Court Gagik Harutunian said for
the stabile development of the country it is necessary to ensure the
separation of wings of the authorities and to ensure the existence of
right. He said 96 percent of the applications presented to the Armenian
Constitutional Court belong to the Armenian President. According to
him, in European countries the applications are mostly presented by
human rights protector, parliamentarians and citizens.
The OSCE Yerevan Office Director Vladimir Pryakhin said one of the
main conditions for stabile development is the electoral system and
the OSCE has directed its efforts towards the realization of the
mentioned system.
