Robert Kocharian, the president of Armenia, congratulated the NKR
leadership and people on the adoption of the Constitution by popular
voting. "By organized and active participation in the referendum
the people of Artsakh confirmed once again their determination to
be free. This referendum held in compliance with the benchmarks of
democracy reinforces the establishment of the state of Karabakh. On
the day of declaration of independence Nagorno-Karabakh Republic took
the track for democratic development, which was proved for a number of
times by free and fair elections. The referendum on constitution upheld
the tradition of expression of free will, and enabled to set down the
rules of democracy in the basic law of the country," runs the message.
