Hovik Abrahamyan, Minister of the Territorial Administration of the
Republic of Armenia, will punish most of the community heads of Shirak
marz. Today he went to Gyumri to meet with the mayor Vardan Ghukasyan,
deputy regional head and representatives of the communities.
The means of the punishment will be decided in the nearest
future. At present, the minister attempts to find out the causes
of the salary debts in the region which have reached illogical
amount. The above-mentioned communities didn’t manage to realise
income accumulation. Currently over 100 communities have a debt of
684 million.
During the meeting the parties considered the growth of private
investments and the possibility of increasing the city budget by
510 million AMD. They focused on the issue of the homeless. In this
respect, the mayor’s sudden announcement made the minister happy.
In Vardan Ghoukasyan’s words there are 46 vacant apartments in
Gyumri. In case the region gets the corresponding money they will
reconstruct the flats and give them to the homeless. The costs will be
calculated in close future and submitted to the RA government. There
are 50 more flats which will be repaired and given to the people
according to the list order.
Five flats will be bought for the families of most vulnerable stratum
of the city. This will be done by the financial assistance of the
Republican Party of Armenia. On the whole, Hovik Abrahamyan sees
three obstacles.
There are hardly any vacant flats in Gyumri on sale, the sum of the
certificate is little and finally people want to purchase flats in
the centre of the city and not in the suburbs.
Thus, the government has nothing to do in this connection. Nobody sells
flats, the prices of the flats are represented by the cadastre and
nobody has the right to force others to do anything against their will.
