ROBERT KOCHARIAN: ARMENIA HAS ADOPTED POLICY OF POWER DECENTRALIZATION

YEREVAN, FEBRUARY 26, NOYAN TAPAN. Year of Armenia in France passes
very successfully and by right it has turned into a festivity of
Armenian and French peoples. This was stated at the February 24
meeting of RA President Robert Kocharian with the delegation led
by Christian Estrosi, French Minister for Regional Development,
President of the General Council for the Alpes-Maritimes Department,
who is in Armenia on a three-day visit. It was mentioned that political
contacts have also become rather active within the framework of the
Year and some new ideas and programs always generate as a result
of these contacts. According to the report provided to NT from RA
President’s Press Office, the interlocutors exchanged thoughts around
issues of territorial government and possibilities of cooperation
in this sphere. Mentioning that the government models of Armenia
and France are rather similar, as the French Constitution was
the model of RA Constitution, R. Kocharian said that Armenia has
also adopted the policy of power decentralization and the French
experience of territorial government is interesting and cognitive for
Armenia. According to the report of RA Foreign Ministry Press and
Information Department, the same day RA Foreign Minister Vartan
Oskanian received the delegation led by Christian Estrosi. He
expressed the hope that the visit will be efficient for both sides. In
connection with holding of Year of Armenia in France they mentioned
the contribution of French side in the issue of organizing the events
at the highest level. At the guest’s request, V. Oskanian presented
the economic situation in Armenia, as well as the activities in the
direction of diversification of resources in the energy sphere. The
interlocutors in general outline touched upon foreign political
problems, regional issues. On February 24, Christian Estrosi met with
RA Minister of Territorial Government Hovik Abrahamian.
As NT was informed from RA government Information and Public Relations
Department, the Minister presented the French guest and those
accompanying him the functions of Territorial Government Ministry,
the legislative field and the reforms implemented in the sphere. "In
the sphere of territorial government we have greatly taken into
consideration the experience of France, we cooperate with experts
of Council of Europe. I think this will only promote our further
cooperation," H. Abrahamian said.
