Over the past few months the Office of Prosecutor General has brought
charges against a number of people and some were even arrested, who
used to occupy high-ranking positions and were accused of misconduct.

The Karabakh-based Demo Newspaper published the notes of Suren
Mirzoyan, director of ArtsakhKap who is now in prison.

"When I was the director of ArtsakhKap State CJSC, I initiated
and installed without additional funding equipment for telephone
communication and broadcasting across the country," Suren Mirzoyan
wrote.

He says besides other innovations he bought with foreign sponsor’s
money equipment for digital broadcasting. The president okayed
the initiative. The equipment is now used, including for the live
broadcasting of the display of military force held in Stepanakert
in Armenia. Suren Mirzoyan says in the post-Soviet space there are
similar systems in Georgia and Ukraine only.

"After the installation and operation of the system someone "suddenly"
discovered that something was missing in the documents, and decided
that it was "misconduct". Moreover, the "crime" was so dangerous
they decided to lock me up in prison to protect the society from
me. Even if there were shortcomings, is it impossible to find out
the circumstances in accordance with the law?" Suren Mirzoyan says,
who has been in custody for over a month now.
