President Hails New Parliament’s Role In Armenia’s Democratization

PRESIDENT HAILS NEW PARLIAMENT’S ROLE IN ARMENIA’S DEMOCRATIZATION

Yerevan, 7 June: The [12 May] parliamentary election played an
important part in the continuation of Armenia’s democratization
process, Armenian President Robert Kocharyan said today during the
first session of the fourth National Assembly.

Kocharyan said that the election was important from the point of
ensuring stability of domestic policy, as no-one has doubts concerning
the parliament’s legitimacy, and the legitimacy is a guarantee of
stability and productive work.

"I rate highly the fact that according to election results, an
impressive majority has been formed, an interesting format was chosen,
which will certainly ensure productive work in the period to come,"
the president said.

He stressed that several years ago no written format of a coalition
government existed. He said that currently democratic traditions are
being formed, the witness of which is the country’s public.

"It is necessary now to rapidly form the administrative bodies of
parliament and the government," Kocharyan said. He said that after
the constitutional reform, the responsibility for the situation in
the country largely lies with the legislative and executive powers. In
the past the president was responsible for it.

"We must remember that the functioning of the authorities cannot be
terminated, and particularly the one of the executive branch. There
are many issues in the country, and the government and parliament
must work to resolve them," Kocharyan said and added that there are
great expectations concerning the new parliament.

Armenia, which does not export oil, is the most rapidly growing
country in the region. This development needs to be continued, the
president said, adding that ensuring the development is a difficult
issue. The continuation of a policy of reforms is a guarantee of its
realization. The second stage of reforms begins today. It requires
high professionalism and diligent work.

Particularly, reforms in Armenia are expected in more vulnerable
fields, which are education, the social field, science and
culture. The reform of the tax administration and the formation of
a fair competition zone continue to remain part of the objectives,
the president said.
