UNRECOGNIZED REPUBLICS OF THE CIS SIGN A JOINT MEMORANDUM

Saturday the Foreign Ministries of Abkhazia, Transniestria, South
Ossetia and Nagorno Karabakh signed a memorandum in Tiraspol on
the principles of peaceful and fair settlement of conflicts. Its
text was disseminated Sunday by the Ministry of Foreign Affairs of
Transniestria.
The document says that "the conflicts should be resolved exceptionally
through peaceful means, based on the respect for the positions of
all the conflicting parties and recognition of the people’s right
for self-determination.
It rules out the application of any form of pressure in the
negotiations, including military, informational, economic, diplomatic
and other means.
The authors of the document called "to respect the will of the peoples
of Abkhazia, Nagorno Karabakh, Transniestria and South Ossetia,
who have determine their path of development through highest forms
of immediate diplomacy – referendums. They also arranged to create
security guarantees for post-conflict rehabilitation, including
foreign, international-legal and economic guarantees, as well as
guarantees of people’s security and respect for human rights."
After signing the document the Foreign Minister of Transniestria
Valeri Letskay said parallel to the discussions on the Kosovo issue
in the UN, the unrecognized republics of the CIS will issue another
joint statement to be sent to the UN Security Council. He expressed
the opinion that "the inevitable independence of Kosovo will create
a precedent for the unrecognized post-Soviet states, which are much
more preferable in regard to the maturity of state institutions."
