COMPENSATION 8 THOUSAND DOLLARS FOR 5 SHOPS

On July 2 the NKR government decided to provide the five-storey
building, 6120 sq m, at 2 Nicol Duman Street, Shushi, to Gardman
CJSC. The government allowed the demolition of the building, and also
set the size of compensation to the owners of the five shops on the
ground floor of the building. The compensation is 12 million drams,
and Gardman will have to pay it.

Five names are mentioned in the attached document, who got space on
the ground floor in 1998, 1999, 2000, 2001 and 2005 with the right
for property.

We have learned that the owners of the shops disagree with the decision
of the government. They requested the presidential candidate Masis
Mayilyan to protect their rights.

"On June 20 we the owners of the shops on the ground floor of the house
at 2 Nicol Duman met with the head of the regional administration
of Shushi V. Kasyan and we were told that the house is going to be
demolished because it is damaged. We were told that we must free the
place, and we will get a compensation of 8.2 thousand dollars.

We think the decision of the administration is illegal and violates
our rights. According to Article 287 of the Civil Code, when the right
for property is repealed, the property is assessed by the market price.

First, the privatization of the space in the building was in 2005,
which means two years ago the building was not to be demolished.

Second, the market price of the space is much higher than the
compensation.

Third, we were not given the copy of the decision of the
administration.

Four, the demolition of the 9-storey building contradicts to the
program of revival of Shushi," the letter runs.

The letter was signed by five people. They say the reason for the
demolition is not clear. First, there are buildings in the town which
are in a much worse state. Second, recently the building has been
reconstructed, some apartments were repaired to sell or to provide to
families by the government policy on housing. "150 people are in line
for apartments. What’s the point in demolishing the building?" one
of the owners of the shops said.
