PACE HEAD: WE CAN ONLY CREATE CONDITIONS BUT WE CANNOT FORCE THE PARTIES TO SETTLE THE KARABAKH CONFLICT

All the member-states of the Council of Europe should fulfill the
obligations taken by them. PACE position in this matter remains
firm. Peaceful settlement of the frozen conflicts, including the
Karabakh conflict, is one of these obligations, PACE President Rene
van der Linden said at the press-conference in Baku.

"We can only create conditions but we cannot force the parties to
settle the conflicts", – Linden said and added that the position of
the Council of Europe on the Karabakh settlement remains firm. "It
is expressed in obligatory leaving of the occupied territories", –
he said. Linden made us understand that Strasburg does not support
forceful resolving of the conflict. "We are aware of other options
of settlement as well, but they are unacceptable", – he said and
recalled that Azerbaijan took responsibility to settle the conflict
peacefully and should fulfill that. PACE president welcomed mutual
visits of intelligentsia and expressed hope that this will draw
peaceful settlement of the conflict closer.
