L. MKRTCHIAN: ARMENIAN EDUCATIONAL SPHERE’S STRATEGIC CONCEPTION TO REGULATE SPHERE’S PROBLEMS

YEREVAN, JULY 25, NOYAN TAPAN. The RA Ministry of Education and
Science, in October 2007, is going to submit to RA government the
strategic conception of the Armenian educational sphere until 2005. As
Levon Mkrtchian, the RA Minister of Education and Science, said in his
interview to Noyan Tapan correspondent, the draft conception will be
submitted for public, professional, open and wide discussions. "We are
going to submit to the government a document, which will correspond
to the most of educational sphere’s questions," L. Mkrtchian said.
In Minister’s words, the problems and tasks in the vocational and
post-graduate educational sphere are already clear, and now they should
sum up these problems, regulate them, and only then start working
out concrete programs. "The process of reforms in all directions
of the sphere will be controlled, the work done will be evaluated,
then a concrete schedule will be worked out, by which the succession
of the envisaged steps will be determined," he said.
L. Mkrtchian also attached importance to the problem of financing
necessary for implementation of these programs, for which they will
apply to a number of European organizations for starting reforms in
various spheres or for successfully completing those being underway
at present.
They expect financing from the World Bank in two directions, for
formation of senior schools and implementation of reforms in the
higher education sphere (nearly 15m USD). According to the Minister,
the negotiations with WB are already underway and a preliminary
arrangement has been already made.
According to the Minister, the conception to be submitted will be
rather practical, and all sphere reforms from that conception should
be implemented until 2015.
"We see the country’s future in scientific-educational developments,
well-educated specialists, putting knowledge in practice on the labor
market, and having the necessary results, and it is time to fulfil
the educational programs and to pass from theory to practice with the
readiness to expect the necessary results," the Minister of Education
and Science is convinced.
