OSCE MINSK GROUP CLOSE TO COMPROMISE SETTLEMENT OF KARABAKH CONFLICT, MATTHEW BRYZA SAYS

YEREVAN, July 31. /ARKA/. The Co-Chairs of the OSCE Minsk Group are
close to a compromise settlement of the Karabakh conflict, Matthew
Bryza, Co-Chair of OSCE Minsk Group, said Monday during his meeting
with Speaker of the RA Parliament Tigran Torosian in Yerevan.
Bryza attached importance to three principles of the Helsinki Final
Act: territorial integrity, peoples’ free self-determination and
search of compromise settlement.
According to him, any conflict settlement must be guided by basic
principles.
However, Bryza considers it illogical that the parties to other
conflicts, for example those to the Kosovo conflict, should also
achieve independence.
In his turn, RA Speaker Tigran Torosian pointed out that the
controversies over those principles are "seeming" ones. According to
Torosian, the activities of the OSCE Minsk Group over these two years
testify to the fact that the right formula, based on the correlation
of those principles has been found.
Torosian believes that in this way, the Karabakh conflict, as well
as other conflicts, can be solved.
The RA Speaker said he is optimistic about the possible settlement
of the Karabakh conflict, though, he is skeptical about an early
settlement.
As regards the Kosovo conflict, a "rather interesting picture" has been
created there, Torosian said. The international community has been
divided into two parties. The first party thinks Kosovo is a unique
case, and that it should achieve independence, whereas the second
one is sure that all the conflicts should be solved in the same way.
According to Torosian, both positions are not well-grounded. "If it
is grounded why the Kosovo conflict is unique, or why other conflicts
should be settled in the same way, the problem will be simplified,"
he said.
