Last month, voters in the Nagorno Karabakh Republic, Artsakh went to polls
to elect their new president. Over 100 international election observers
monitored the vote. Among them was also an Independent American Election
Monitoring Delegation organized by the Public International Law & Policy
Group (PILPG).
This was the third election that PILPG has monitored in Nagorno-Karabakh,
and the first election held there since Nagorno-Karabakh approved the
Constitutional Referendum in 2006. PILPG considers international election
observation an important instrument for developing democratic institutions.
PILPG’s six-person delegation visited 47 polling sites throughout the
Nagorno-Karabakh. They also met with the presidential candidates, political
leaders including the current President, election officials, and
representatives of civil society and the media. The commitment of the
authorities, the candidates, and the voters toward continued improvement of
the voting environment has produced demonstrable results, leading to a free
and fair presidential election. Bako Sahakian, nominated by civic initiative
and endorsed by the major political parties represented in Parliament, won
