Mentally sick Azerbaijani POWs must be recovered, CE Rapporteur for
the Missing in South Caucasus Leo Platvoet says in an e-interview
with Trend agency.
People having mental illness must be at special hospitals and not
captive.
If Armenia and Azerbaijan try to become part of European structures
and NATO, they must stop capturing soldiers, he says. Trend recalls
that two mentally sick Azerbaijanis are currently in Armenia: Anar
Aliyev, who fell prisoner in early August, and Ashraf Dzhafarov,
who fell prisoner in early July. Both the prisoners are civilians. In
addition, an Azerbaijani soldier Samir Mamedov voluntarily deserted
to the Armenian party and applied to the president of Armenia for
the status of refugee. The soldier of NKR Defence Army Hambartsoum
Asatryan and a civilian Valery Suleymanyan fell prisoners in Azerbaijan
in early August and in May, respectively.
