ARF IN FAVOR OF HAVING AT LEAST IMPERFECT LAW ON OPERATIVE INVESTIGATION ACTIVITY

YEREVAN, OCTOBER 6, NOYAN TAPAN. The bill on operative investigation
activity is certainly not an ideal one but it should be passed, the
head of the National Assembly "ARF" faction Hrayr Karapetian said
at the October 5 briefing. According to him, this law is included
in the list of anticorruption laws indicated by famous international
organizations.

The bill submitted by the government in the final – third reading
has been repeatedly discussed in recent years and not passed due to
a number of arguable provisions, to which the faction has objected as
well. In the words of the deputy, fortunately, most ojections have been
accepted, including the requirement on tapping conversations only by a
court decision, which applies to security and tax bodies, as well as
to police. H. Karapetian expressed an opinion that "under conditions
of the absence of the respective law, activities of law enforcement
bodies in this sphere have become much more dangerous of terms of human
rights violation and restriction of freedoms." "Today they are tapping
phones of whoever they want and are conducting operative investigation
activity in whatever way they want because there is no law," he noted.
