YEREVAN, OCTOBER 25, NOYAN TAPAN. The RA National Assembly adopted
the draft law on "Special Civil Service" by the first reading and
correspondingly made an addenda to the valid law on "Social Protection
of Servicemen and Members of Their Families."
The adoption of the package of the bills is conditioned by the
investment of a Special Civil Service Institute in the system of the
RA Ministry of Defense, the aim of which, according to the government,
is the application of civil control mechanisms, and the provision
of transparency in the spheres of the system of the ministry and the
management of armed forces.
At that, those servicemen of the central apparatus of the Ministry
of Defense, who will directly deal with fighting actions and use of
weapons and ammunition, will pass to the special service from the
military one.
By the addenda made to the valid law on "Social Protection of
Servicemen and Members of Their Families" citizens holding positions
of special civil service in the system of the RA Ministry of Defense,
or registered in the special civil service personnel reserve are
considered as people equal to servicemen in terms of separate social
privilages and guarantees.
