"If it is previously known that the presidential elections do not
solve any problem in terms of power shift, what does L. Ter-Petrosyan
count on? Does it mean he will try to do that by way of a revolution:
to come into conflicts and constantly instigate some incidents?
>From that point of view, it should be noted that the authority is
vulnerable to provocation. The October 23 crash between the police
and the activists of the Armenian pan-National Movement showed that
it is very easy to drive them out of their senses and push them to
silly steps.
Any authority is conventionally divided into two wings: reformers
and proponents of tough policy; the latter strive to make their power
more uncontrollable.
If the "pre-election campaign" is viewed on the black-and-white
background, the proponents of tough policy inevitably become active.
This, in my opinion, is no less dangerous," SHAVARSH KOCHARYAN said
