WORK ON INFORMATION TECHNOLOGIES’ USE BY STATE TO BE COORDINATED BY
SECTOR DEVELOPMENT CONCEPT CURRENTLY WORKED OUT
YEREVAN, NOVEMBER 2, NOYAN TAPAN. The policy of using IT by the state
is not regulated now, the director of "Nork" Information and Analytical
Center CJSC Hayk Chobanian said at the November 2 press conference.
According to him, over the past one-two years, the state has begun to
show some eagerness to make the use of IT more coordinated. H.
Chobanian noted that the solution of the problem will be reflected in
the concept of developing the Armenian IT sector, which is now being
worked out by the working group formed at instruction of the Armenian
president.
In the words of H. Chobanian, until now "Armenian departments have
tried to solve problems on some function’s automation and IT use within
the framework of their interests, preferences and possibilities". It
was mentioned that their solution in the state governance system is
related to creation of databases, channels and the technologival base
of equipment. In his opinion, "these processes were implemented
independently of each other, by using not definite approaches". After
approval of the concept by the RA government, the RA ministry of trade
and economic development will have clear mechanisms for regulation of
IT use problems by the state.
He also attached importance to copyright protection in using software
and technological soluation by the state system, which will promote
supply of respective products by local companies.
