/PanARMENIAN.Net/ Andres Herkel, co-rapporteur of PACE Monitoring
Committee on Azerbaijan welcomed the initiatives of holding debates
on frozen conflicts in Nagorno Karabakh and South Caucasus. Attending
to the debates on frozen conflicts in Bundestag, Herkel said there
is similarity between these conflicts.

"Not the conflicts themselves but the ways to their solution are
frozen. We should first pay attention to humanitarian issues in these
conflicts. The victims of the conflict are mainly refugees. The rights
of Karabakhi refugees, as well as Abkhazian refugees are not protected
and they can not participate in political processes," he said.

Mr. Herkel regards Nagorno Karabakh more difficult conflict than
South Ossetia and Abkhazia. "There has not any constructive dialogue
between Armenia and Azerbaijan by now," he said, APA reports.

“I should like to see any power of the world destroy this race, this small tribe of unimportant people, whose wars have all been fought and lost, whose structures have crumbled, literature is unread, music is unheard, and prayers are no more answered. Go ahead, destroy Armenia . See if you can do it. Send them into the desert without bread or water. Burn their homes and churches. Then see if they will not laugh, sing and pray again. For when two of them meet anywhere in the world, see if they will not create a New Armenia.” - WS
