According to CoE Secretary General Terry Davis, " When Armenia,
together with Azerbaijan became member of the Council of Europe,
both countries committed themselves to giving peaceful solution to
this issue.

Unfortunately Karabakh issue remains the greatest obstacle for peace,
stability, and cooperation in this part of Europe.

I didn’t come here to look for those who are guilty, but rather to
encourage your government in Yerevan and Azerbaijani government in
Baku to do their best, not because they have promised the Council of
Europe, but because the regulation of this conflict derives from the
interests of the both countries.
