GOVERNMENT’S FOREIGN PROPAGANDA RESOURCE IS WEARING OUT

About a year and a half ago when the analysis appeared and soon
disappeared on the site of the Economist, Britain, that the
next president of Armenia is going to be Serge Sargsyan, and the
Public Television reported on this analysis, it became clear that
the government will use not only Adibekyan and Poghosyan for the
presidential election but also the international arena. And it is
quite normal. The internal resource for the government propaganda is
completely worn out, and in the society it arouses anger at worst and
laughter at best. Those who caused this internal propaganda to wear
out must have noticed and realized it. Consequently, it is logical
that they could not rely on this propaganda machine which has been
depreciated even more than the dollar.
We only needed to wait for the second part of the British
Economist. Frankly speaking, the society longed for it but fortunately
it did not wait long, and ComRes, a UK based political polling and
consultancy agency, released the results of a poll on the presidential
election in our country, which is, in fact, the scientific ground for
the analysis of the Economist. The point is that as suggested by the
result of the poll of this British organization Serge Sargsyan is given
the highest rating in Armenia. It is difficult to forecast when the
government will start wearing the external propaganda resource, like
it has done with the internal resource through an ingenuously rough
policy when in the evening all the TV channels ruthlessly attack the
viewers and persuade them that all the good things in our country are
thanks to Robert Kocharyan and Serge Sargsyan, all the bad things are
due to the unawareness of Robert Kocharyan and Serge Sargsyan of it,
and as soon as they know about it, they will work it out.
We have seen a lot of examples. The government makes a decision that
the Bogdan buses should be let to private fixed route owners. For
whatever reason, the same government does not explain its decision
to the citizens who work as drivers and drive the Bogdan buses, and
pay taxes from which the government which made the decision gets a
salary. In other words, the citizen whom this decision directly affects
has the right to know about this decision. But for whatever reason,
the government waits until the drivers of Bodgans go on protest, for
Prime Minister Serge Sargsyan to meet them and state that he will solve
their problem, and their working conditions will not deteriorate. It
seems to be an elaborate technology of propaganda. It is if it is
used in Ethiopia or Somali where people’s consciousness is affected
by famine. The physiological and genetic structure of Armenians
is different. The sophisticated and creative life of Armenians over
hundreds or maybe thousands of years has shaped people so that hardship
makes consciousness more acute, mobilizing their mental abilities to
struggle for existence, and in this particular case they realize what
the leaders are aware of and what they pretend to be unaware of.
Hence, in view of the results of the poll by ComRes, the citizens of
Armenia will be surprised that among the like Serge Sargsyan is given
a popular rating of 38 percent, and the others are given any rating at
all. A citizen perhaps thinks that the prime minister should have at
least 70 percent to mount to 90 until the election, leaving the rest
up to pluralism. However, the British sociologists are perhaps more
flexible than the ploughmen of the Armenian government propaganda. In
order for the population not to lose faith, including in the British
organization, they have perhaps decided to depict a more credible
picture. In fact, many people may say that even 38 percent is not
close to the reality. They may be right. But admit that when the
starting point in any poll is logically 0, it is obvious that 38 is
closer to it than, for instance, 70.
