LOW TAX COLLECTIVITY SERIOUS PROBLEM IN ARMENIA: EBRD

YEREVAN, November 14. /ARKA/. Low tax collectivity is still a problem
for Armenia, according to the EBRD (European Bank of Reconstruction
and Development) report on countries with transitional economy.

Despite the fact that tax proceeds increased by 19%, their share in
the GDP (gross domestic product) is one of the lowest in the region
(15%). This testifies to a poor tax discipline, according to the
source.

The reasons for progress in 2006 were constant VAT (value added tax)
proceeds and considerable growth of non-paid unpaid VAT.

According to the RA National Statistical Service (NSS), tax proceeds
totaled 326,660mln in January-September 2007 – 29% increase as compared
to the corresponding period in 2006.The share of tax proceeds in GDP
was 16.2% this year against 14.7% in 2006.

VAT proceeds totaled AMD 162,972.4mln. The shares of the excise
tax and income tax in the state budget were AMD 29,478mln and AMD
31,583.9mln. Profit tax totaled AMD 55,883.4mln. The share of fixed
payments was AMD 13,122.7mln. Simplified taxes and custom duties
totaled AMD 7,049.0mln and AMD 15,220.6mln correspondingly.
