NEW BILL "ON MAKING AMENDMENTS AND ADDENDA TO ELECTORAL CODE" PUT INTO CIRCULATION IN NA

YEREVAN, NOVEMBER 27, NOYAN TAPAN. The Orinats Yerkir (Country of Law)
deputy faction has prepared and officially put into circulation at
the National Assembly a new bill "On Making Amendments and Addenda
to the Electoral Code." The Zharangutiun (Heritage) deputy faction
has also joined the initiative making its proposals over the bill.

The bill submitted with the joint efforts of the two factions consists
of over 20 articles, includes the proposals of the Orinats Yerkir
and Zharangutiun factions rejected during the last discussions,
as well as new provisions.

The new amendments’ main provisions regard printing ballot-papers
of state elections abroad, using the order of marking electors’
fingers with ink, compiling electoral rolls according to places of
registration, exclusion of voting with pens of many colors, order
of calculation of inaccuracies in district electoral commissions,
provision of publicity of electors’ signed lists, ensurance of
equal conditions for candidates in the period of election campaign,
clarification of empowered persons’ status, and other issues. Proposals
authored by the Transparency International organization are also
included in the draft law.

As Noyan Tapan was informed by the Orinats Yerkir’s Press Service,
the bill in established order will be sent to the OSCE Democracy and
Human Rights Warsaw Office and Council of Europe Venice Commission
for international expertise.
