of the Bargavach Hayastan (Prosperous Armenia) faction, the Chairman
of the Armenian Red Cross Association, as the Chairman of the NA
Standing Committee for Human Rights and Public Affairs.

Zharangutiun faction, the first RA Ombudsperson, 83 deputies voted
for and 8 against M. Mnatsakanian.
Two ballot-papers were invalidated.
As Noyan Tapan was informed by Anahit Bakhshian, a member of the
Zharangutiun faction, "this is one more manifestation of Bolshevism,
when a person’s professional quality is subordinated to political
coalition’s agreement and priority is given not to professionalism,
but to political brawls." It should be mentioned that the post of the
Committee Chairman, according to the coalition agreement, is given
to the Bargavach Hayastan party.
