Almost all the central streets in Stepanakert have been repaired,
and we are proud when foreigners visiting us admire how clean our
streets are.

Meanwhile a quarter from the center, on Grigor Lusavorich Street
tarmac is ruined and when it rains cars have to swim through puddles
like submarines.

The government has already allocated funds for the repair of these
streets but taxis still refuse to drive there. There are fountains in
the middle of some street. At some parts the pavements are too narrow,
at other parts wide pavements are "occupied" by owners of shops.

One more thing: builders repair the street and forget about the
pavements, meanwhile, the government allocates funds for both the
streets and the pavements. Does it mean that someone misappropriates
the money for pavements?
