16 years ago, the Almaty Declaration of 1991 marked the creation of
the Commonwealth of Independent States (CIS). On December 8, 1991 at
the Belarusian Government building in Bialowieza Forest, the leaders
of Russia, Belarus and Ukraine signed an agreement on establishment
of the CIS.
On December 21, 1991 in Almaty leaders of 11 sovereign states signed
the protocol of the agreement, in which it is noted that Armenia,
Azerbaijan, Kazakhstan, Kyrgyzstan, Moldova, Russia, Tajikistan,
Turkmenistan, Uzbekistan and Ukraine create the Commonwealth of
Independent States. In December 1993 Georgia joined the CIS.
