WORKING GROUP EXERCISING CONTROL OVER ELECTORAL VIOLATIONS CREATED IN PROSECUTOR’S OFFICE

YEREVAN, JANUARY 23, NOYAN TAPAN. A working group exercising
control over reports on electoral violations during the February 19
presidential elections (including reports spread by media) has been
created in the RA Prosecutor’s Office. Noyan Tapan correspondent
was informed about it by Sona Truzian, the Spokesperson of the RA
Prosecutor General. Eight prosecutors headed by Koryun Piloyan,
the senior prosecutor of the RA Prosecutor’s Office, were included
in the group created by the order of the RA Prosecutor General. The
systematization of the structures of the Prosecutor’s Office was laid
on Aram Tamazian, the RA Deputy Prosecutor General.

The working group will also decide the issue of reports on facts
of most complicated violations of public resonance being subject
to examination.

Only criminal cases instituted by the signs of Articles 149, 150,
154 one prim, and 154 two prim, RA Criminal Code are subject to
examination of the Special Investigation Service. They are: hampering
fulfilment of the suffrage, implementation of the work of electoral
commissions or powers of persons taking part in the elections,
rigging the results of the elections and voting, preparing forged
ballot-papers or ballot envelopes or handing over or realization of
obviously forged ballot-papers or ballot envelopes, hampering free
will of voters. The other electoral falsifications are subject to
examination of the Police.

The RA Prosecutor General sent messages to Andranik Mirzoyan, the
Head of the Special Investigation Service, and Gagik Hambartsumian,
the Head of the General Investigation Department of the RA Police,
suggesting creating groups consisting of experienced investigators
mastering the methods of examination of crimes aimed against the
suffrage for the purpose of making efficient examination of cases on
facts of electoral violations.

A similar structure was also created at the Prosecutor’s Office before
the parliamentary elections of May 12, 2007. As a result of it,
8 criminal cases to 17 persons were sent to the court, 12 members
of district electoral commissions on 4 criminal cases out of them,
including 3 Chairmen of distirct electoral commissions were found
guilty.
