VARDAN OSKANYAN: AZERBAIJAN INSTRUMENTALIZES POLITICAL SITUATION IN ARMENIA

Vardan Oskanyan, foreign minister of Armenia, stated March 4 Azerbaijan
instrumentalizes the political situation in Armenia in both military
and diplomatic spheres, News Armenia reports. He noted that Azerbaijan
has proposed a resolution to the UN on Karabakh, which will be voted
on March 14.
"We carry on diplomatic efforts to suspend this resolution because
we consider it as abuse of the home political situation in Armenia
by Azerbaijan," Vardan Oskanyan said in a news conference on Tuesday.
In addition, the minister of foreign affairs of Armenia said Azerbaijan
does not have the right to circulate a resolution at any time.
"However, it is necessary to take into consideration that the
negotiations still have a considerable unused potential, the president
elect of Armenia is ready to continue the talks on the Karabakh
settlement continuing from the basis that we have now," said Oskanyan.
He added that in case of passage of this resolution the president
elect of Armenia will appear in an unfavorable situation, and "it will
signal that Azerbaijan is likely to change its strategy on the talks."
The Armenian minister thinks for the time being the efforts of
Armenia to counteract to the moves of Baku have produced good
results. According to him, the justification of Azerbaijan is
based on the precedent of Kosovo, which Armenia considers as a void
justification. Baku is trying to benefit from the home political
situation in Armenia to solve its problems and reach the recognition
of its territorial integrity, which Azerbaijan has tried for several
times but in vain, Oskanyan said.
In addition, he said he cannot forecast the outcome of the vote to the
resolution. At the moment the OSCE Minsk Group is trying to persuade
Azerbaijan to withdraw its resolution. I do not know whether they
will succeed or not but I think and I hope that the OSCE Minsk Group
co-chairs will not support this resolution, Oskanyan said.
On February 26 Azerbaijan offered a draft provision on the occupied
territories of Azerbaijan to the UN General Assembly, claiming
its territorial borders and sovereignty over Nagorno-Karabakh. The
document involves immediate and complete withdrawal of the Armenian
force from the occupied territories of Azerbaijan.
