RA Government Requested EU To Adjourn Proceedings

RA GOVERNMENT REQUESTED EU TO ADJOURN PROCEEDINGS

The case "A1+ vs. Republic of Armenia" lodged by "Meltex" Ltd was
forwarded to the European Court of Human Rights in 2002. Recently
the pending proceedings finally seemed to enter the stage of
cross-examination and the court posed questions to the respondent, RA
Government. But the latter requested the EU to adjourn the proceedings
for six months taking into account the fact that the EU archive on
Armenia burnt down during a recent fire in the Ministry of Justice,
Tigran Ter-Yesayan, the representative of "Meltex" Company to the EU,
informed A1+.

In the result of the fire all hearings referring to Armenia have been
adjourned in the European Court.

"We were already waiting for the EU decision. The proceedings took
six years as the EU has a lot of cases to consider. Besides, ours is
a complicated one and demands thorough consideration."

Note, Armenia’s National Radio and Television Commission is expected to
declare a tender for broadcasting frequencies in 2008 as the deadline
of broadcasting licenses of TV channels expires in autumn. /the
TV channels competed with A1+ and, naturally, won the previous
tenders/. The NRTC will again face a dilemma – either to serve the
society or the government.

Asked whether A1+ might withdraw the appeal in case it is granted
a broadcasting license, Tigran Ter-Yesayan said, "EU verdict has
nothing to do with it."

Reminder: A1+ went off the air on April 2, 2002. The Company has
participated in 12 tenders for broadcasting frequencies but has got
no license.
