NA STATEMENT ON SETTLEMENT OF KARABAKH ISSUE

Karabakh issue

On April 8, NA Speaker Tigran Torosian made a statement on settlement
of Karabakh issue. The draft law will probably be discussed on
Thursday.

The draft law cites the Azerbaijani side’s warlike announcements of
the recent period. NA submits a proposal to both RA President and
Government to activate and widen the efforts and possibilities of
providing information on Karabakh issue for international community,
to take the initiative in the settlement of Karabakh issue and to
form the legal bases in the framework of international law that will
give an opportunity to Armenia to provide full-fledged security and
defense of NKR in case of use of military aggression or other forcible
means by Azerbaijani side.

To the question of journalists if the draft law is the continuation of
the announcement of Robert Kocharian on possibility of NKR recognition
Tigran Torosian answered, "Our work has always been in the framework
of a general logic. And it’s not just an announcement, as discussions
were held both with the President and the Prime Minister, and it’s
a general position".

NA MP Viktor Dallakian welcomed the draft law and mentioned that
it’s a corresponding attitude towards Azerbaijani recent steps, and
besides there is a necessity of activation in the advocating sphere.

ARF faction member Vahan Hovhannesian also welcomed the draft law and
told in the context about the last scientific conference dedicated
to inhabitation and development of Kashatagh organized by "Tufenkian
foundation". "Though it’s late, but it’s welcomed.

It’s time to give both symmetric and asymmetric answers to Azerbaijani
anti-Armenian and anti-Karabakh steps and one of the best steps is
inhabitation of Kashatagh and generally all the liberated territories’
inhabitation. And if we see that the inner tension of our country is
used against our people and state and Artsakh, we cannot be indifferent
and we should settle down to this nationally".

Touching upon the forthcoming visit of the members of Venice Commission
the NA Speaker mentioned that there is a continuous and effective
experience with the Committee and with the Council of Europe on the
whole, and that work has a simple schema – investigation, views of
experts, then meeting-discussions and then if necessary formation of
a draft law and adoption of the draft law by NA.

Qualifying Robert Kocharian presidency of the last 10 years NA Speaker
mentioned, "There were rather hard years, as during those ten years
we faced serious challenges, but at the same time besides separate
problems that mentioned RA President recently, I am sure that those
ten years were years of progress and success for Armenia, and we laid
down the foundation for the Armenia that all of us dream about".
