ARMENIAN PRESIDENT APPOINTS FOREIGN AND DEFENSE MINISTERS

Armenian President Serzh Sargsyan has signed decrees appointing Eduard
Nalbandian as foreign minister and Seiran Oganian as defense minister,
the president’s press service announced.
Under the Armenian Constitution, the prime minister forms the
government, while the president appoints the foreign minister, the
defense minister, as well as the heads of the tax and customs services.
Nalbandian assumed the post of Armenian ambassador to France in
1999, later he combined the post in France with a similar diplomatic
appointment in Israel, the Vatican and Andorra. In the past two years,
he has been the Armenian president’s envoy to la Francophonie, an
international organization of French-speaking countries.
Since May 2007, he has been chief of the General Staff of the Armenian
Armed Forces and deputy defense minister. Prior to that appointment,
he served as the Nagorno-Karabakh defense minister for seven years.
