REVOLUTION IN EDUCATION IN 20 DAYS

The list of the scholarships at Artsakh State University caused
a controversy during the meeting of government. The list was
not affirmed during the previous meeting and was not affirmed
yesterday. Even though the minister of education Vladik Khachatryan
tried to explain that students need time to choose a specialty, Prime
Minister Ara Harutiunyan stated that the list does not reflect the
demand of specialists, there are not enough places for agricultural
and building specialties, whereas there are too many scholarships
for foreign languages and law.
It was mentioned that the list of scholarships at Artsakh State
University includes 250 places, including 80 in reserve. This year
1050 students are expected to enter Artsakh State. "Annually 2000
students finish school, half of them enter the state university,
450-500 enter private universities, another 300 enter vocational
colleges. About 90 percent of high school students continue their
education. In the meantime, of 42 thousand wage earners only 35-35
percent are required to have higher education. It means we prepare
people with higher education who cannot get employment," said the
minister of development of economy Benik Babayan.
"Our universities do not meet the demands of the state. This list is
not better than in the previous years. In addition, those lists were
criticized for many times, including by the minister of education. And
again the same situation occurs. We need to set up a branch of the
Academy of Agriculture of Armenia in Stepanakert (there is already
an arrangement) and to close down the department of agriculture at
Artsakh State University. We need electric and water engineers. Our
goal is to train specialists for these jobs," said Ara Harutiunyan.
"If the salary of vets, agronomists were higher, there would not be
enough places at universities for all students," said the head of
the regional administration of Martakert Sergey Ohanyan.
"Every year this issue causes heated arguments and every year the list
is affirmed, expecting to correct it the next year," the minister of
finance Spartak Tevosyan, the most experienced member of government
said tiredly.
As a result the government decided to study the real demand in labor
and present in 20 days almost a new concept of education.
The minister of education shrugged his shoulders and passed to the next
issue. Because it is difficult to imagine a revolution in education
within 20 days.
Although recently crushing the old and building the new at once has
become a style of work. New jobs are created and old ones are closed
with amazing ease, ministries move from one building to another,
large-scale instructions are given, projects worth billions are worked
out. Part of this is brought into being but very often it affects the
everyday life of common people. For instance, what are the students
supposed to do if they have already applied for the integrated state
exam expecting to enter the university, whereas it turns out that
the university cannot admit students for that particular specialty?
