THE USSR AUTHORITIES ARE TO BLAME FOR ALL THE CIS PRESENT CONFLICTS

Tbilisi qualifies Moscow’s measures of support of the unrecognized
Republics Abkhazia and South Ossetia as an attempt of annexation of
the two Georgian regions.

The almost sensational instructions of Vladimir Putin to the RF
government about working out of new mechanisms of the protection
of the rights of the Russian citizens, living in the unrecognized
republics of Abkhazia and South Ossetia, became a kind of response of
the RF to the Kosovo problem. As it is mentioned in the announcement
of the Russian Ministry of Foreign Affairs, instructions have been
made regarding the resolution of the announced course of the Russian
authorities on giving support to the population of the two republics,
where Russian citizens reside.

population of the unrecognized republics are Russian citizens and
on the basis of their citizenship they already have the right of
Russia’s protection. Later it was mentioned in the announcement of
the RF Ministry of Foreign Affairs that the Federal organs of the
executive power are charged with realization of cooperation with
Abkhazia and South Ossetia within the frames of legal assistance in
civil, family, and criminal cases.

"Besides, if needed, the territorial organs of the Russian Ministry
of Foreign Affairs in the Krasnodar Territory and in South Ossetia
will function as consulates in interests of the people living in
Abkhazia and South Ossetia."

The instructions of the Russian President have already given reasons
for "serious agitations" in the EU and NATO. Javier Solana expressed
his "concern" with the decision of Moscow. The Georgian President
Michael Saakashvili has already called Solana to share his concern with
him. The NATO Secretary General Yap de Hoop Schaeffer also spoke of his
"big worry" with Russia’s actions. This common concern received its
conformation in the decision of the UN Security Council, which extended
the mandate of the UN mission for observations in Georgia for 6 more
months, till October 15, 2008. Since the decisions of the UN Security
Council are taken on the bases of the consensus of its five permanent
member countries, they are usually the result of a big compromise.

Meanwhile, Tbilisi qualifies Moscow’s measures of support of the
unrecognized Republics Abkhazia and South Ossetia as an attempt
of annexation of the two Georgian regions. The Minister of Foreign
Affairs of Georgia David Bakradze told the journalists about this
after the session of the Security Council was over.

According to Bakradze, Tbilisi hasn’t got any official notification
about Russia’s decision, but according to Mass Media, "this is simply
an attempt of annexation of the two Georgian regions."

In case of establishment of special relations Russia will violate
all the existing international norms and recognized principles of
the territorial integrity of Georgia," said Bakradze.

It may somehow be assumed that Russia’s actions are kind of response to
the declaration of the Kosovo independence and Georgia’s and Ukraine’s
attempts of integrating into NATO. It is considered in Moscow that if
Kosovo is a unique conflict, the same may be said about Abkhazia and
South Ossetia. And it is most likely that Russia won’t be contented
with these actions only. The conflicts in the Post-Soviet areas are
interpreted quite differently in Moscow and Washington, and it is
quite possible that in the near future it will be the turn of the
Crimea, which has been thoughtlessly given to the Ukraine by Nikita
Khrushchev in 1954. In fact, the authorities of the USSR, which
have been deciding on the borders of the republic the way they found
correct and profitable, are to blame for all the CIS present conflicts.
