Heydar Jemal: "The Kremlin provides direct support to the unrecognized regime of Nagorno Karabakh and it is only left to make an official statement"

Day.Az interview with famous Russian political scientist, chairman
of Islamic Committee of Russia Heydar Jemal.

-The Kremlin has decided to establish official ties with de
facto powers of the self-declared republics of South Ossetia and
Abkhazia. What do you think Moscow intends to do?

-Russia has no balanced policy both in the post-Soviet area and in the
international arena.The actions of Russian authorities are impulsive
-a large circle settles its own tasks not connected with national
interests. The latter is ready to betray Russia in the international
arena. A certain group within the leadership demonstrates to the
world society that the ruling regime does not cope with its tasks.

This discredits the Kremlin so that those responsible for this policy
were obliged to give their place to this ambitious group. Its members
are ready to undertake any actions in support Abkhazia and South
Ossetia despite agreements of the Kremlin, which could have existed
with Washington or Tbilisi in the past.

As there is no unity in the Russian government, its actions are
unpredictable.

-How far,you think, Moscow will go in its "games" with the unrecognized
formations in the post Soviet area?

-Recognition of separatist regimes by Moscow is quite real. Such
script is possible due to the counteraction between the clans within
the leadership. Various groupings may involve the Kremlin for their
ambitious purposes until its initiation of an armed confrontation
with Georgia.

-Analysts state that Moscow’s "knight’s tour" is aimed to prevent
Georgia from accession to NATO…

-This motivation is intended for a certain circle of political class,
experts and others.

It is obvious than in case of armed confrontation with Georgia, Moscow
will be perceived inadequately from the point of view of external
policy, which can not be said about Tbilisi’s accession to NATO as
Georgia will be immediately supported by the United States and NATO,
which will lead to presence of their armed forces near Russia. This
is even worse than Georgia’s accession to the Alliance.

In fact, Russian authorities do not care of Georgia’s accession to
NATO. Today, the deteriorated relations with Georgia is a bargaining
chip in the internal political conflict in the Kremlin.

-It is no secret that relations between Moscow and Baku are not on
a high level. Azerbaijan, like Georgia, has a territorial problem,
in particular, Nagorno-Karabakh conflict. Do you think the Kremlin
might apply the Georgian script to Baku?

-Anyway, Russia supports Armenia in Nagorno Karabakh conflict both in
the political and military spheres. A group of force supporters try to
preserve their positions in the Kremlin and are ready to raise tensions
both within Russia and in the post-Soviet area. The more tense the
situation on the Russian borders is, the stronger is their position.

The Kremlin provides direct support to the unrecognized regime of
Nagorno Karabakh. It is only left to make an official statement.
