On April 19 the new minister of foreign affairs of Armenia Edward
Nalbandyan who arrived in Stepanakert for a two-day visit met with
the speaker of the NKR National Assembly Ashot Ghulyan. The speaker
congratulated the minister on his appointment to such a responsible
post.

Noting the readiness of Armenia to continue negotiations under the
aegis of the OSCE Minsk Group, the Armenian foreign minister said both
Armenian states should make more diplomatic efforts. The key issue of
the talks is the status of Nagorno-Karabakh, said the minister, and it
must get a legal definition based on the will of the Armenian people.

On the same day Edward Nalbandyan met with the NKR Prime Minister Ara
Harutiunyan. The prime minister underlined that the Karabakh issue
is primarily solved in Artsakh through strengthening the state and
its defense.

Minister Edward Nalbandyan underlined the importance of dissemination
of information about the stance of the people of Karabakh.

With regard to the talks the Armenian foreign minister said the efforts
of the mediators are aimed at determining the status of Karabakh and
preventing resumption of military actions. He underlined that the
definitive word regarding the status of Karabakh will be uttered by
the people of Artsakh.

It is necessary to carry on the talks with hope for positive results.

The Armenian sides cannot act against the national interest, noted
the foreign minister of Armenia and also underlined that he is likely
to involve assistance for the social and economic development of NKR
from all over the world.

A special group on Karabakh will be set up in the Armenian foreign
ministry, said Edward Nalbandyan. He promised to visit Karabakh often
to seek solutions of urgent issues together.
