WHO SHOULD DEAL WITH UPKEEP OF CONSTRUCTION?

On May 27 the meeting of the board of trustees of Armenia Fund will
take place, in which the strategy of the fund will be worked out. The
causes of the shortcomings are thought to be discussed.
We talked to specialists who have dealt with the programs of Armenia
Fund, and this is what they said.
The main shortcoming about which everyone talked is the quality of
construction, especially roads. Moreover, one does not need to be
a specialist to notice how holes appear on tarmac which has just
been repaired.
Specialists say it is due to the lack of communication between the fund
and the Karabakh government, be it local or government bodies. In fact,
nobody upkeeps the roads which are built, and consequently nobody is
responsible for them.
The legislation of Karabakh requires state expertise for every
construction but this law is not applied to some foundations, including
Armenia Fund.
As a result of the lack of mechanisms of interrelations between the
fund and the government, it is possible to misappropriate money in
all the stages of construction and produce low-quality production. It
is possible to lay out second-hand pipes, use gas pipes for water
pipelines, and so on. And after the construction nothing terrible
will happen because there is nobody to sue. Moreover, there is not
even an office of Armenia Fund in Stepanakert.
What is the cause of this state of things? Personal relations, lack
of professionalism or ill mind? It is difficult to judge.
However, it is the creation of an effective mechanism that should be
discussed in the meeting of the board of trustees.
