SHUSHI WILL BECOME A CENTER OF GOVERNMENT

It has been argued since 1992 that part of the government
agencies should be located in Shushi. There was even no need to
provide arguments for that but there were also a lot of arguments
"against". They said first it is necessary to create infrastructures,
restore at least part of what was destroyed to go on to think about
it. The opponents of this approach said if the government was in
Shushi, it would stimulate reconstruction. Everyone remembers how
fast the town developed when there was a military unit there, and
how development stopped as soon as the military unit was dislocated
for whatever reason.
We have learned that the government has decided to transfer to Shushi
part of the government agencies, including the ministry of culture,
the office of the human rights defender, the structures of the
judicial system.
The benefactor Levon Hairapetyan has assumed the reconstruction of
Shushi, who has already stated to set up a bureau which will work
out the general plan of the town.
Levon Hairapetyan has set a goal to turn Shushi into a town with a
population of 50 thousand. Now the population of Shushi is hardly
3 thousand. The town must be not only a spiritual, cultural and
educational center but also a center of tourism, a financial center
and a hi tech center. The authors of this idea think that this town
will have modern infrastructures but at the same time it will be a
reservation of Armenian architecture.
