KIRO MANOYAN: TURKEY CAN CONVINCE AZERBAIJAN NOT TO COUNT ON MILITARY RESOLUTION OF KARABAKH CONFLICT

YEREVAN, 16.09.08. DE FACTO. Turkey is trying to be a mediator, though
Armenia did not appeal to it, the head of the Armenian Revolutionary
Federation – Dashnaktsutyun – Hay Dat Office Kiro Manoyan stated
commenting on Turkey’s possible participation in the Karabakh talks
as a mediator.
Speaking at the Pastark Press Club on September 16, Kiro Manoyan
expressed opinion that Turkish President’s visit to Yerevan did
not imply changing Turkey’s policy towards Armenia. The visit can
just become the beginning of changes if it corresponds to Turkey’s
interests. However, currently there are no changes in Turkey’s policy
towards Armenia; there are only talks and false propaganda.
Kiro Manoyan underscored that in the issues of Karabakh settlement
Turkey could convince Azerbaijan to rapidly settle the issue,
not to prolong talks and not to hope for the settlement’s military
option. Besides, in his opinion, Turkey can open its border with
Armenia, which will convince Azerbaijan to settle the issue more
quickly.
Touching on a trilateral meeting of Armenian, Azeri and Turkish FMs to
be held in New York, Dashnaktsutyun’s representative noted the meeting
would not mean that Turkey became a mediator in Karabakh talks, as
Armenian party did not have such intentions. In Kiro Manoyan’s words,
this meeting can serve just as a propaganda action for Turkey.
According to ARFD representative, if the talks are prolonged or
reach a deadlock, Armenia should recognize NKR’s independence. As
for the talks on non-efficiency of the OSCE Minsk group’s works,
in this connection Kiro Manoyan noted Azerbaijan and Turkey talked
about it, but not Armenia. Kiro Manoyan added that obviously Turkey
and Azerbaijan did not approve the fact that after carrying out some
work the OSCE Minsk group had come to the conclusion that Karabakh
could not be within Azerbaijan.
