International Crises Group, engaged in strategic research, believes
NATO must thoroughly review its strategy of cooperation with the armed
forces of the South-Caucasian countries, paying special attention on
the conflicts faced by the region.
According to the experts of this renowned organization, until Nagoro
Karabakh conflict is settled NATO must focus its cooperation with
Azerbaijan, on improving the democratic, civil control on the country’s
armed forces and shouldn’t go beyond the framework of the project
"Individual Partnership".
In the report devoted to the military reforms in Azerbaijan, it is
underscored that Azerbaijani army yet doesn’t have any privileges
over Armenian armed forces, despite the significant increase of
the country’s military expenses. According to the report of the
International Crises Group it is firstly conditioned by the absence of
a political will among the country’s leadership to make real reforms.
Azerbaijani authorities continue, "to treat the army as a means to
protect their own narrow individual interests," the report runs.
