Baku regards as vital the Moscow declaration on Nagorno Karabakh
signed by the presidents of Azerbaijan, Armenia and Russia on Sunday,
press secretary of the Azerbaijani Foreign Ministry Hazar Ibrahim
has told the press.

"It is a every important document reflecting all the key agenda items
of the talks raised by the Azerbaijani and Armenian sides," he said.

This is the first declaration signed by the presidents of Azerbaijan
and Armenia, he added.

However, there are no novelties in the document which reflects the
principles and stages which have been the subject of negotiation so
far, Ibrahim said.

"To advance to the next stage of the talks we must make certain
headway. Naturally there should be an officially approved and signed
document on the table after verbal declarations," he said.

He said the signing of the declaration at the highest level stemmed
from this need.

Ibrahim said that the declaration shows how the problem of Nagorno
Karabakh can be settled by political means.
