"The Moscow declaration is among the first documents on Karabakh,
corresponding to international law", considers Armenian political
scientist Alexander Manasyan.
"This declaration is neither positive nor negative. There have been
lots of more serious documents, which Azerbaijan rejected to sign",
said Manasyan.
He noted that the declaration is among the first documents on the
Karabakh problem, corresponding to international law.
"Beginning since 1992 the negotiation table of the OSCE Minsk Group has
not contained any legal document, directly related to the conflict",
added he.
According to the political scientist, the fact that the declaration
envisions resolution on the basis of principles and norms of
international law and decisions and documents, adopted in these
frameworks, lays new accents in the said problem.
Manasyan also added that Russia’s role as an initiator of the
declaration may breed differences in the Minsk Group.
"The Minsk group tends to settle the conflict by its own script while
the signed declaration caused a sort of a jealousy among the rest of
the co-chairs", added the political scientist.
