31ST PLENARY SESSION OF THE IPA CIS IN SAINT PETERSBURG

On November 25 the 31st plenary session of the IPA CIS began at
Tavrichesky Palace in Saint Petersburg. Chairman of Inter-parliamentary
Assembly of Member Nations of the Commonwealth of Independent States
Mr Sergey Mironov opened the session and gave a speech.

The MPs discussed issues regarding the international cooperation in the
sphere of democratic elections, the legislative settlement of providing
food security and the project of a new edition of the Convention on
ecological security of CIS member nations. The two chapters of the
model Tax Code: "State Social Extra-Budget Fund Payments or Social
Tax" and "Payments Designed For the Use of Natural Resources and
Natural Environment."

Chairman of the NA Standing Committee on Financial-Credit and
Budgetary Affairs Mr Gagik Minasyan, who also heads the IPA CIS
Permanent Commission on Economy and Finance, noted in his speech that
those provisions were repeatedly discussed during the sessions of the
permanent commission held in Saint Petersburg and Yerevan, and proposed
the elaborated letter certificates in the Code for making complete
the document. This and other model laws were adopted in the session.

NA Speaker Mr Hrayr Karapetyan was awarded Cooperation medal for the
contribution in strengthening the inter-parliamentary cooperation by
the decision of the Council of IPA CIS.

The works of the 31st plenary session of the IPA CIS were summed up
with the joint press conference of the heads of the delegations.

On November 25 the NA delegation of Armenia returned Yerevan.
