LAW AGAINST RAFFI HOVANNISIAN

The Heritage Party thinks that the bill on Yerevan which establishes
the procedure of election of the mayor of Yerevan seems to be made
to measure and against someone definite. This person, according to
the Heritage Party, is the leader of the party Raffi Hovannisian. In
addition, the chair of the board of the party Anahit Bakshiyan and the
leader of the faction Armen Martirosyan who held a news conference
on December 25 at the Hayatsk press club said even the members of
the parliament majority admit in private talks that the law was made
to prevent Raffi Hovannisian from running in the election of mayor
of Yerevan.

The point is that according to the bill the council of Yerevan is
elected under a proportionate system, the force which gets majority of
votes elects the first on its ticket as mayor. The problem is that the
bill does not allow a member of parliament to run in the election to
the council. In other words, Raffi Hovannisian cannot become member of
the council to become mayor, if the Heritage Party wins the election to
council. In order to become, Hovannisian must resign from parliament.

Does Raffi Hovannisian wish to be mayor? Armen Martirosyan and Anahit
Bakshiyan did not answer this question. They said this question should
be asked to Raffi Hovannisian but they said the Heritage Party will
run in the election to the mayor of Yerevan.
