Armenian Foreign Minister Eduard Nalbandian has called 2008 a
successful year for the settlement of the Armenia-Azerbaijan Upper
(Nagorno) Garabagh conflict.
Nalbandian said the declaration signed by the Azerbaijani, Armenian and
Russian presidents in Moscow on November 2 was an important document
for reaching a solution to the long-running dispute.
According to Nalbandian, it is wrong to make projections on a specific
timing for a settlement to the Garabagh conflict. "Many statements
have been made to that end, but no common ground has been struck,"
the minister told a news conference in Yerevan last week.
Nalbandian made it clear that the Armenian government was concerned
over Azerbaijan`s adhering to intransigent principles. "Azerbaijan
is failing to make concessions, which is complicating the conflict
settlement," he said.
Azerbaijan supports a solution to the conflict strictly within its
territorial integrity, while Armenia is seeking a settlement based
upon self-determination of the population of Upper Garabagh.
