EU to have President and Foreign Minister

/PanARMENIAN.Net/ The EU Parliament Committee on Constitutional
Affairs backs the election of EU future president for a five- year
term. The European Parliament Committee believes that the EU president
must consider it its duty to represent EU at the top level
negotiations regarding the issues of foreign policy and security;
within its duties is also the EU-the authorized representative of the
forum of EU State and Government heads, work management. The
Parliamentary Committee members believe that the European Committee
chairman too must be granted the right to represent the EU on top
level meetings regarding the issues of foreign policy. As to the EU
Foreign Minister whose post has been introduced and stipulated by the
Lisboa treaty, the deputies proposed that he have the right to conduct
political negotiations on behalf of EU on ministerial level. The
recommendations of the European Parliament Committee on Constitutional
Affairs are due to be approved at one of the forthcoming plenary
sessions, reports the European Parliament press- service.

The introduction of the EU president post has been stipulated by the
Lisboa treaty, which changes the structure of EU governing
bodies. From among the 27 EU member-states only Ireland is left to
ratify the document. At the plebiscite held June 12, 2008 53.4 % of
Irishmen refused to approve the document which defines the principles
and mechanisms of a more effective functioning of EU. The EU partners
of Ireland reckon on another general voting the results of which will
enable the new fundamental EU document come into force in 2010.
