YEREVAN, MARCH 17, NOYAN TAPAN. By RA President Serzh Sargsyan’s
March 16 decree former Nagorno Karabakh President Arkady Ghukasian
was appointed a Special Envoy. By S. Sargsyan’s decree A. Ghukasian
also received the diplomatic title of RA Ambassador Extraordinary and
Plenipotentiary. It should be mentioned that Arkady Ghukasian headed
Nagorno Karabakh Republic from 1997 to 2007.
