of 2008. It is stated in the report that the Government of
Nagorno-Karabakh has transferred 103.5 thousand dollars to the
organization Office of the Nagorno Karabakh Republic in the USA for
building contacts in lobby authorities in Washington, disseminating
information regarding the issue of regulating the peace process. In
addition, William Spenser, a PR specialist acting in the interests of
Nagorno-Karabakh, received an unspecified sum from Vardan Barseghyan,
the Standing Representative of Nagorno-Karabakh Republic to the USA,
