ARMENIAN EXPERT WELCOMES REDISTRIBUTION OF ON-BUDGET EXPENDITURES

YEREVAN, March 27. /ARKA/. The decision to redistribute the on-budget
expenditures was the right one, the Armenian expert, doctor of Economy
Tatul Manaseryan told reporters. Yesterday the RA Government decided
to redistribute the 2009 state budget and suspend the elaboration of
a medium-term expenditure program for 2010-2012.

"Amid the financial crisis budget sequester will not be of any benefit,
and it is certainly inadmissible for me. Quite another matter if we
speak of the redistribution of funds by the order of priority, and
the Government’s task to reduce less important expenses can only be
commended," Manaseryan said.

He also expressed the confidence that additional funds for social
expenses must be provided against the reduced expenses.

The Government assessed the risks in budget revenues, which are
estimated at 131.6bln AMD. This amount can hardly be ensured and is
being carried forward to the 4th quarter of 2009.

The changes will not apply to social expenses, salaries, pensions
and allowances. The most important economic development programs,
as well as the Armenian defense budget, will not be revised.

On November 27, 2008, the RA Parliament approved the 2009 state budget
of Armenia.

The budgeted revenues were 905bln AMD, expenditures 945bln AMD and
deficit 40bln AMD. The budgeted GDP growth was 9.2%, inflation rate 4%
(=C 21.5%).
