PARLIAMENT ENDS THE WORK OF THE FOUR-DAY SITTINGS

The last working day of the four-day sittings of the National Assembly
was begun by voting. The members of the parliament adopted for the
first reading the legislative package on Making Addenda to the Law of
the Republic of Armenia on Firm Titles, the bills on Making Addenda and
Amendments to the Law of the Republic of Armenia on Physical Fitness
and Sports, on Making Amendments to the Code of the Republic of Armenia
on Administrative Offences, on Making Amendments and Addenda to the
Criminal Code of the Republic of Armenia and on Making Amendment to
the Code of the Republic of Armenia on Administrative Offences.

They continued the debate of the issue, interrupted the previous
day. Mr. Armen Ashotyan, Chairman of the Standing Committee on Science,
Education, Culture, Youth and Sport of the National Assembly, presented
the conclusion on the annual records of activities of the Council
of the Public TV and Radio Company for the years 2007 and 2008. The
speaker highlighted the cooperation of the Ministry of Diaspora and
the Public TV Radio Company, related to the quality and content of
the broadcasted programs.

The members of the parliament took the floor, related to the
issues. Mr. Armen Martirosyan and Mr. Viktor Dallakyan criticized the
circumstance of presenting the report for 2007 in 2009. The members of
the parliament also touched upon the issues, related to the provision
of the relevant translations, films and the issue of the translation
of foreign films for deaf.

Mr. Armen Ashotyan, Chairman of the Standing Committee on Science,
Education, Culture, Youth and Sport of the National Assembly, in his
closing speech touched upon the speeches and proposals of the members
of the parliament.

Mr. Alexan Harutyunyan, Head of the Council of the Public TV and
Radio Company, in his closing speech touched upon the concerns and
proposals of the members of the parliament. He assessed the two-day
debate as productive for both the public and the TV Company.

The bill on Making Amendments and Addenda to the Law of the Republic
of Armenia on Citizens who have not complied with the Obligatory
Military Service through the Breach of the Defined Order, was debated
for the first reading, which was submitted by Ms. Hranush Hakobyan,
Minister of Diaspora of the Republic of Armenia.

Mr. Artur Aghabekyan presented the endorsement of the Standing
Committee on Defense, National Security and Internal Affairs on the
bill. He said that the bill, submitted from the first to the second
reading would be improved on the base of the proposals of the members
of the parliament.

Mr. Gagik Gyurjyan, the Deputy Minister of Culture of the Republic of
Armenia, presented for the first reading the legislative initiative
on Making Amendments and Addenda to the Law of the Republic of Armenia
on the Obligatory Copy of the Documents.

Mr. Armen Ashotyan, Chairman of the Standing Committee on Science,
Education, Culture, Youth and Sport of the National Assembly, said
that the committee presented an endorsement on the debated issue,
only if it will be developed from the first to the second reading.

The legislative package on Making Addendum to the Law of the Republic
of Armenia on Specialized Higher Education and Post Graduate Education,
was also debated for the first reading.

Ms. Anahit Bakhshyan, presenting the endorsement of the Standing
Committee on Science, Education, Culture, Youth and Sport of the
National Assembly, proposed to vote for the adoption of the draft law.

The members of the parliament, taking the floor, touched upon the core
issues of the Armenians, living in Javakh and presented proposals
for overcoming those issues. According to Mr. Artsvik Minasyan the
educational institutions should be encouraged for taking active part
in the development of the educational system in Javakh.

The National Assembly finished the work of the four-day sittings.
